Digital Transformation of the Tamil Nadu Medical Council

Every doctor verified. Every complaint answered. Every family one message away.

What we found · Thoraipakkam, Chennai2

A clinic ran for ten years. The man running it was not a doctor.

“Vijay Clinic” treated patients from 2016 to 2025 on a forged MBBS certificate and a Class-12 pass. It was closed in December 2025, only after people in the area complained.

It was not the only one. Every case came to light only after harm or a complaint.

Nobody could check first, and the council heard about it last.

Today a family has no quick, complete way to check a doctor before a visit, and the council has no easy way to hear about a problem until it is too late.
What we propose4

Four projects that work as one.

Each one closes a gap we just saw, and all four share one register.

PROJECT 01

Legal Case Management

Every complaint gets a case number in seconds and a record that holds up in court.

Project 01 · Legal case management · Today6

A complaint today is paper, waiting, and a file nobody has time to read.

Intake and response

A petition arrives on paper or by email. The person who complained hears nothing for months. There is no number to quote and no way to ask where it stands.

Duplicates

The same incident reaches the council from the family, the police and the health department, and each copy is handled separately.

Case files

Reports, replies, records and hearing notes pile up. Finding one date or one statement means reading the whole file again.

The same number can do much more.

One official TNMC WhatsApp number for doctors and families. No app, no email. Type or speak, in Tamil or English.

Report wrongdoing

Quackery, unethical promotion or negligence. A voice note becomes a case with a number, straight away.

Verify a doctor

Send a name or registration number. Get the registration and licence status back.

Verify a certificate

Scan the QR on a certificate. The answer is “genuine” or “not found”. The diagnosis is never shown.

Find a doctor

Describe the problem and share a location pin. Get the nearest registered doctors.

Renew a licence

Confirm details, send one photo, pay by link. CME credits are checked automatically.

CME on WhatsApp

Check in at an event and ask for your credit balance any time.

Status and reminders

Ask where your application stands. Get a reminder before renewal is due.

Project 02 · CME · Today12

Today, a doctor’s CME credit is a signature on a sheet.

Attendance and proxies

A signature list is passed around the hall. A colleague can sign for a doctor who never came, and it is almost impossible to catch.

Credits

Organisers type the sheets into spreadsheets and send them in. Doctors wait weeks to see a credit, and errors surface only at renewal.

Oversight

Nobody can see how many doctors are on track for their 30 hours, or which districts are behind, until the renewal paperwork arrives.

Today, dealing with TNMC online means forms, logins and waiting.

Applying

Registration, renewal and foreign-graduate applications each mean a long form, several logins and uploads, and no help along the way.

Questions and status

Doctors hunt through circulars to find a rule. Once an application is in, there is no way to see where it stands or why it has stalled.

Documents

Officers compare certificates by hand, one at a time. A good forgery looks exactly like the real thing on screen.

Project 03 · Built-in document checks18

Every document is checked eight ways before an officer sees it.

1Edited areas

Spots parts of the image that were edited or pasted in.

2Lettering

Finds letters and fonts that don’t match the rest.

3Layout

Compares the document with the genuine template.

4Seal and signature

Matches them against genuine seals and signatures.

5File history

Reads the hidden creation and edit data inside the file.

6Dates

Checks that the dates on the document add up.

7Earlier versions

Uncovers earlier, altered versions hidden inside a PDF.

8Cross-check

Compares with the application, the register and the templates.

The system flags. The officer decides. Nothing is rejected automatically. A caught forgery becomes a legal case.

The opportunity20

Tamil Nadu leads. India follows.

No state medical council yet serves doctors and families on WhatsApp or checks documents automatically. Tamil Nadu can set the standard.

Connected

Four projects that feed each other. A public report becomes a case. A caught forgery becomes a case. CME credits drive renewal. One register behind all of it.

Safe

Officers make every decision. Data and AI stay in India. Every record is court-ready, sealed and signed.

As an IITM Pravartak incubatee, we take full responsibility for cyber security and guarantee data protection and privacy, in writing.

Phase 1 live in month 4. All four projects live by month 9.

Why us · Trusted by state and central government21

We already build this kind of system for government.

Where we have delivered

Supreme Court of India

AI for the judiciary: transcription, summarisation, translation and legal language models, under the Supreme Court–IIT Madras MoU of 2023.

Nalam AI, Government of Tamil Nadu

A Tamil and English WhatsApp assistant for the public at government hospitals: the same channel and voice-first approach proposed here.

DIPR, Government of Tamil Nadu

Digitalisation for the Directorate of Information and Public Relations, including WhatsApp notifications and QR-verified orders.

How we work

Secure

MeitY-empanelled cloud, encryption and role-based access, in line with the DPDP Act. CERT-In security audit before launch. Full audit trail. The AI never touches the database directly.

Built and hosted in India

Indian-hosted Tamil AI through the IITM Pravartak–Sarvam partnership for sovereign government AI (2026). Data stays in India.

Accountable

IIT Madras Section 8 not-for-profit, funded by the Department of Science and Technology. A named lead, a 15-person team, your sign-off at the end of every phase, a warranty, and liability in writing.

The Supreme Court of India, the Government of Tamil Nadu and public-health programmes: three of the many government systems we deliver as an IIT Madras institution.
